Board

  • Members are welcome to attend Owner's Forum which will be held at the beginning of each board meeting.

Trash & Recycle                                         

  • Wednesday is our scheduled weekly trash and recycling service date. If you are experiencing issues with your pick up, contact SBC Waste Management directly.  Their site has more information: http://sbcwastesolutions.com/winfield.


  • **NOTICE** Sticker program will not be offered in 2027. Homeowners currently using the sticker program MUST contact SBC by 10/01/2026 to select a cart size.


  • SBC to offer a new Composting Program for an additional $5 per month, with 35gal carts available for organics/ food composting. 


              Applicable composting items include:

  1. Food scraps (produce, coffee grounds, paper filters, eggshells, teabags, meat, seafood, dairy, bones, shells, bakery, grocery items, bread, bakery waste, post-dated items, dry baked goods).
  2. Yard Waste (leaves, grass clippings, weeds, cut flowers, small branches, trimmings).
  3. Certified Compostable Products (bags, cups, service ware, soiled paper).


               Not Applicable

  1. Animal Waste, pet litter, ashes, diapers, toilet paper, construction debris, foil, glass, garbage, ice cream / milk cartons, liquids, metals, plastic, latex, plastic bags, plastic coated paper products, Styrofoam, rocks.


Landscaping


  • Annual gutter cleaning begins November 2026.


  • The Chelsea Place Townhomes Board created a list of preferred trees owners can use when making a tree selection for their yard. This list was created utilizing local sources such as the DuPage County Forest Preserve, Morton Arboretum, and the Chicago Botanical Gardens. This is not an exclusive list, but all new tree plantings must be submitted to the board for approval. The list can be found under "CPTOA Documents & Forms."

 

  • Residents are reminded that dogs are not permitted to be off leash when outside. This is not only an HOA rule, but part of the Winfield Code and is subject to fines. Additionally, dog owners are responsible to clean up after their dogs (both front and rear of their property). This is also part of the HOA rules and the Winfield Code, also subject to fines. Please be responsible.

Winfield Dog Ordinance

5-3-6: DOG NUISANCE PROHIBITED:

  

It shall be illegal for any person having control, custody, or ownership of a dog to allow a dog nuisance. The term "dog nuisance" shall mean:


     A. Permitting any dog to habitually snap, growl, snarl, jump upon or otherwise threaten persons lawfully using any common thoroughfare, sidewalk, passageway, bypath, play area, park or any place where people congregate or walk;


     B. The appearance of any dog that has previously been declared dangerous, vicious or menacing upon a public street or public area, or upon any premises other than those of the person owning such dog that is not wearing a muzzle securely fastened about its mouth in such a manner that it cannot bite, and is on a leash securely fastened to a collar or harness. The overall length of the leash including the handle shall not exceed six feet (6'), and be held by its owner or other person able to control such dog;


     C. A dog which, because of noise, odor, disease, or other unwholesome factors, is offensive, harmful, or injurious to the public health, comfort, or welfare;


     D. The accumulation of dog feces or other dog waste in any yard, pen, or premises in or upon which a dog shall be confined;


     E. The failure of any person having custody, control, or ownership of a dog to remove feces deposited from said dog, except guide dogs, upon the public ways or within the public places of the village, or upon the premises of any person other than the owner without the person's consent;


      F. Permitting any dog to howl, yelp, whine, bark or make noise in such a manner as to disturb the peace of any person or neighborhood;


     G. Maintaining more than four (4) dogs over the age of four (4) months, unless as a licensed kennel;


     H. A vicious or dangerous dog that is not kept, harbored, maintained, owned, or possessed within the corporate limits of the Village in strict conformance with the provisions of this chapter; or


     I. A dog otherwise in violation of this chapter. (Ord. 2016-12-28, 12-1-2016)
